"Sponsoring client" for domain contacts

Important changes are being made to the access control for contacts.

A domain contact (NIC-handle) will shortly be able to have so called "sponsoring client" attached to it. The sponsoring client will be able to perform the operations "info:contact", and "update:contact". When the sponsoring client is changed it will create a "serverApproved" transfer notification.

These changes have already been pushed to the sandbox with version 1.10.0.

Production deploy will be on Tuesday 22. February, with a database migration that could take a few minutes.
